Resolution No. 8-12-19-14 RESOLUTION OF THE GREAT PLAINS TRIBAL CHAIRMAN’S ASSOCIATION

A RESOLUTION OF THE GREAT PLAINS TRIBAL CHAIRMAN’S ASSOCIATION OFFICIALLY SUPPORTING THE OCET SAKOWIN EDUCATION COMMISSION CALLS UPON THE SENATE COMMITTEE ON INDIAN AFFAIRS, THE HOUSE SUBCOMMITTEE ON INTERIOR APPROPRIATIONS, AND THE SENATE SUBCOMMITTEE ON INTERIOR APPROPRIATIONS TO POSE QUESTIONS FOR HEARING RECORD TO ADMINISTRATION WITNESSES REGARDING THE FY 2016 BUDGET REQUEST FOR THE BUREAU OF INDIAN EDUCATION

 

WHEREAS, the Great Plains Tribal Chairman’s Association (hereafter GPTCA) is composed of the elected Chairs and Presidents of the federally recognized sovereign Indian Tribes and Nations within the Great Plains Region of the Bureau of Indian Affairs; and

 

WHEREAS, the Great Plains Tribal Chairman’s Association is formed to promote the common interest of the Sovereign Tribes and Nations who are members of the GPTCA; and

 

WHEREAS, the United States has obligated itself to ensure the well-being of sovereign Tribes and Nations of the Great Plains Region both through Treaties and federal statutes, including the Snyder Act of 1921 ad amended, the Indian Self-Determination Act of 1976 as amended, and the Indian Health Care Improvement Act of 1976 as amended, and

 

WHEREAS, the GPTCA recognizes its responsibility to act to advance the goals of the Tribes and their members and to promote improvements to the health, safety welfare, education, economic development and preservation of the spiritual, cultural, and natural resources of its member Tribes and Nations; and

 

WHEREAS, The Obama Administration will submit its FY 20916 budget request to the Congress in February 2015 and the Congressional Appropriations Committees and the Senate Indian Affairs Committee will hold hearings on the budget; and

 

WHEREAS, The Indian Affairs FY 2014 Operating Plan and the FY 2015 budget request contradict the stated goals in the Indian Education Blueprint; and

 

WHEREAS, Tribes and schools need to submit questions for the Senate Committee on Indian Affairs and the House and the Senate Appropriations Committees to pose to Administration officials regarding the relationships between the Indian Education Blueprint and the Indian Affairs FY 2016 budget request; and

 

WHEREAS, the questions should specifically address the budget request for: 1) the Indian School Equalization Program; 2) Teacher Pay costs; 3) administrative Cost Grants; 4) the use of the Education Program Enhancement Program funds; 5) Education Facilities Operations; 6) Education Facilities Maintenance; 7) Education Program Management and the BIE reorganization; 8) Education program Construction and 9) Education Employee Housing; NOW

 

THEREFORE BE IT RESOLVED, That the Ocet Sakowin Education Commission calls upon the Senate Committee on Indian Affairs, the House Subcommittee on Interior Appropriations, and the Senate Subcommittee on Interior Appropriations to pose questions for hearing record to Administration witnesses regarding the FY 2016 budget request for the Bureau of Indian Education; and

 

BE IT FINALLY RESOLVED, The GPTCA adopts this Resolution for submission.

This resolution was enacted at a duly called meeting of the Great Plains Tribal Chairman's Association held at Rapid City, South Dakota on December 19, 2014 at which a quorum was present, with 9 members voting in favor, 0 members not abstaining, and 7 members not present.
