Support for advancing Police Chief Ken James Sr. forward for the position of US Marshal or other positions for which he is qualified under the President-elect Barack Obama Administration.
WHEREAS, the Great Plains Tribal Chairman’s Association (GPTCA) is composed of the elected Chairs and Presidents or their duly appointed representatives of the sovereign Indian Tribes and Nations recognized by Treaties with the United States that are within the Great Plains Region of the Bureau of Indian Affairs; and
WHEREAS, the Great Plains Tribal Chairman’s Association was formed to promote the common interests of the Great Plains sovereign Indian Tribes and their members in the states of ND, SD and Nebr.; and
WHEREAS, the Tribal Nations in the Great Plains have traditionally been underrepresented in the field of Law Enforcement including FBI, DOJ, US Attorneys, US Marshals, etc. yet represent a significant percentage of the Indian population within the United States; and
WHEREAS, there are very qualified individuals from the Great Plains that would make an excellent choice for these positions such as US Marshal, with extensive Law Enforcement background and expertise in leadership, administration, combating crime and addictions, assessing threats and vulnerabilities, strategic planning, emergency management, working with multi jurisdictions; and
WHEREAS, the Great Plains Tribal Chairman’s Association recognizes this experience and qualities in Ken James, Sr. and highly supports the nomination of Police Chief Kenneth James Sr. with the understanding that the ultimate choice of who fills the position is that of the administration of President-elect Barack Obama; and
WHEREAS, a short biography of Chief James, Sr. and his qualifications for the position of US Marshal is attached to this resolution.
NOW THEREFORE BE IT RESOLVED, that the Great Plains Tribal Chairman’s Association hereby supports moving the nomination of Police Chief Kenneth James Sr. for US Marshal, or such other positions for which he might be qualified under the administration of President-elect Barack Obama; and
NOW THEREFORE BE IT FURTHER RESOLVED, that the Great Plains Tribal Chairman’s Association hereby authorizes its Executive Director to take such further action as may be necessary to move the above nominations forward at the earliest opportunity; and
NOW THEREFORE BE IT INALLY RESOLVED, that this resolution will remain the policy of the Great Plains Tribal Chairman’s Association until otherwise amended, or rescinded or until the objectives of this resolution are met.
This resolution was enacted at a duly called meeting of the Great Plains Tribal Chairman’s Association held at Rapid City, South Dakota on November 14, 2008 at which a quorum was present, with 9 members voting in favor, 0 members opposed, 0 member abstaining, and 7 members not present.
