Resolution No. 71-11-14-08 RESOLUTION OF THE GREAT PLAINS TRIBAL CHAIRMAN’S ASSOCIATION

Support for advancing Chairman Ron His Horse Is Thunder and Brian Drapeaux for the position of Assistant Secretary for Indian Affairs under the Secretary of Interior or other positions for which either of these individuals are qualified under the President-elect Barack Obama Administration.

 

WHEREAS, the Great Plains Tribal Chairman’s Association (GPTCA) is composed of the elected Chairs and Presidents or their duly appointed representatives of the sovereign Indian Tribes and Nations recognized by Treaties with the United States that are within the Great Plains Region of the Bureau of Indian Affairs; and

 

WHEREAS, the Great Plains Tribal Chairman’s Association was formed to promote the common interests of the Great Plains sovereign Indian Tribes and their members in the states of ND, SD and Nebr.; and

 

WHEREAS, the Tribal Nations in the Great Plains have traditionally been underrepresented in the office of the Assistant Secretary for Indian Affairs, yet represent a significant percentage of the Indian population within the United States; and

 

WHEREAS, there are several very qualified individuals who are Tribal leaders from the Great Plains that would make an excellent choice for Assistant Secretary for Indian Affairs under the Secretary of Interior, and who will in fact promote the interests of all Tribal Nations and Native American citizens, including Ron His Horse Is Thunder, currently Chairman of the Standing Rock Sioux Tribe, and Brian Drapeaux, currently working with the Pierre School System in South Dakota; and

 

WHEREAS, the Great Plains Tribal Chairman’s Association supports the nomination of the above two individuals for the position of Assistant Secretary for Indian Affairs, with the understanding that the ultimate choice of who fills the position is that of the administration of President-elect Barack Obama; and

 

WHEREAS, a short biography of each individual and their qualifications for the position of the Assistant Secretary of Indian Affairs is attached to this resolution.

 

NOW THEREFORE BE IT RESOLVED, that the Great Plains Tribal Chairman’s Association hereby supports moving the nomination of either Brian Drapeaux or Chairman Rom His Horse Is Thunder for the position of Assistant Secretary of Indian Affairs under the Secretary of Interior, or such other positions for which either individual might be qualified under the administration of President-elect Barack Obama; and

 

NOW THEREFORE BE IT FURTHER RESOLVED, that the Great Plains Tribal Chairman’s Association hereby authorizes its Executive Director to take such further action as may be necessary to move the above nominations forward at the earliest opportunity; and

 

NOW THEREFORE BE IT INALLY RESOLVED, that this resolution will remain the policy of the Great Plains Tribal Chairman’s Association until otherwise amended, or rescinded or until the objectives of this resolution are met.

CERTIFICATION

 

This resolution was enacted at a duly called meeting of the Great Plains Tribal Chairman’s Association held at Rapid City, South Dakota on November 14, 2008 at which a quorum was present, with 8  members voting in favor, 0 members opposed, 1  member  abstaining, and 7 members not present.
