Resolution No. 7-12-19-14 RESOLUTION OF THE GREAT PLAINS TRIBAL CHAIRMAN’S ASSOCIATION

A RESOLUTION OF THE GREAT PLAINS TRIBAL CHAIRMAN’S ASSOCIATION OFFICIALLY SUPPOTING THE OCETI SAKOWIN EDUCATION COMMISSION CALL UPON THE ASSISTANT SECRETARY FOR INDIAN AFFAIRS AND THE BIE DIRECTOR TO ESTABLISH A PROCESS FOR TRIBAL AND SCHOOL PARTICIPATION IN THE DEVELOPMENT OF THE BIE STRATEGIC PLAN

 

WHEREAS, the Great Plains Tribal Chairman’s Association (hereafter GPTCA) is composed of the elected Chairs and Presidents of the federally recognized sovereign Indian Tribes and Nations within the Great Plains Region of the Bureau of Indian Affairs; and

 

WHEREAS, the Great Plains Tribal Chairman’s Association is formed to promote the common interest of the Sovereign Tribes and Nations who are members of the GPTCA; and

 

WHEREAS, the United States has obligated itself to ensure the well-being of sovereign Tribes and Nations of the Great Plains Region both through Treaties and federal statutes, including the Snyder Act of 1921 ad amended, the Indian Self-Determination Act of 1976 as amended, and the Indian Health Care Improvement Act of 1976 as amended, and

 

WHEREAS, the GPTCA recognizes its responsibility to act to advance the goals of the Tribes and their members and to promote improvements to the health, safety welfare, education, economic development and preservation of the spiritual, cultural, and natural resources of its member Tribes and Nations; and

 

WHEREAS, The BIE posted a draft “Bureau of Indian Education Strategic Plan 2014-2018” on the BIE website (bie.edu) in late May 2014, after the four meetings that wee held in April and May 2014; and

 

WHEREAS, On the top of every page of the BIE Strategic Plan are the words “Draft Copy for the Purpose of Tribal Consultations” but there has not been any consultation with Tribal governments or schools on the draft Strategic Plan; and

 

WHEREAS, The Indian Education Blueprint calls for an end to the BIE culture of “command and control” and the BIE Strategic Plan offers an opportunity to replace the culture of “command and control” with a culture of collaboration and planning that is consistent with modern public administration; and

 

WHEREAS, the draft BIE Strategic Plan needs extensive work including the development of a Unified Accountability System for BIE funded schools that would replace the current accountability system that is dependent upon the systems of 23 different states which leads to inconsistent measurement and related statistical data; and

 

WHEREAS, The BIE must develop a long range facilities construction priority list that just reflect the need for quality housing for teachers in remote locations; and

 

WHEREAS, Tribal governments and BIE funded schools must participate fully in the development of goals for the BIE Strategic Plan so that the BIE, the Tribes and the schools are committed to the same goals and strategies contained in the Strategic Plan; and

 

WHEREAS, a BIE Strategic Plan developed with the full participation of Tribes and BIE funded school will provide clear direction and enhance cooperation between the BIE, Tribes and schools; NOW

 

THEREFORE BE IT RESOLVED, The Oceti Sakowin Education Commission calls upon the Assistant Secretary for Indian Affairs and the BIE Director to establish a process for Tribal and school participation in the development of the BIE Strategic Plan; and

 

BE IT FURTHER RESOLVED, The BIE Strategic Plan be used as a means to replace the current BIE culture of “command and control: with a new culture of Joint Tribal/Schools/BIE planning and collaboration; and

 

BE IT FINALLY RESOLVED, The GPTCA will adopt this Resolution and submit to the Secretary of the Interior.

CERTIFICATION

 

This resolution was enacted at a duly called meeting of the Great Plains Tribal Chairman's Association held at Rapid City, South Dakota on December 19, 2014 at which a quorum was present, with 9 members voting in favor, 0 members not abstaining, and 7 members not present.
