GPTCA supports the initiatives represented by the GLOBE program and urges its Member Tribal Nation to continue the education programs about global warming and other environmental issues that affect Indian country assisting in the Renaissance of Tribal Nations.
WHEREAS, the Great Plains Tribal Chairman’s Association (GPTCA) is composed of the elected Chairs and Presidents or their duly appointed representatives of the sovereign Indian Tribes and Nations recognized by Treaties with the United States that are within the Great Plains Region of the Bureau of Indian Affairs; and
WHEREAS, the Great Plains Tribal Chairman’s Association was formed to promote the common interests of the Great Plains sovereign Indian Tribes and their members in the states of ND, SD and Nebr.; and
WHEREAS, Tribal Nations have long been concerned about Mother Earth and the consequences of environmental degradation and bring a special cultural set of concerns and solutions to environmental problems; and
WHEREAS, The issue of global warming is one that will not be solved unless there is a global understanding of the consequences of human activities that generate greenhouse gases and comprehensive programs to reduce the emission of greenhouse gases; and
WHEREAS, Education on this issue is critical for Indian country, as Tribal Nations develop alternative energy sources such as wind, solar and geothermal energy, as well as traditional fossil fuel resources; and
WHEREAS, Programs such as GLOBE, (Global Learning and Observations to Benefit the Environment), a coalition building science, education and research organization sponsored in part by the United States Government, has organized a “Climate Change Initiative” to help education nations and their citizens, including Tribal Nations, of how to address the global warming issue, and educate, train, inspire and encourage young people to preserve the environment for current and future generations, as well as providing training to empower students, teachers and communities around the world to realize their individual and collective potential to address the issue of global warming; and
WHEREAS, Education about the issue of global warming is key to the survival of Tribal Nations and ultimately can assist in the continuance renaissance of Tribal Nations as they contribute solutions to the global warming problem.
NOW THEREFORE BE IT RESOLVED, that the Great Plains Tribal Chairman’s Association support the initiatives represented by the GLOBE program and urges its member Tribal Nation to continue the education program about global warming and other environmental issues that affect Indian country.
NOW THEREFORE BE IT FINALLY RESOLVED that this resolution shall be the policy of the Great Plains Tribal Chairman’s Association until otherwise amended or rescinded.

This resolution was enacted at a duly called meeting of the Great Plains Tribal Chairman’s Association held at Bismarck, North Dakota on September 5, 2008 at which a quorum was present, with 9 members voting in favor, 0 members opposed, 0 members not abstaining, and 7 members not present.
