Resolution No. 61-09-05-08 RESOLUTION OF THE GREAT PLAINS TRIBAL CHAIRMAN’S ASSOCIATION

Urging all Native Americans to vote in elections on November 4, 2008

 

WHEREAS, the Great Plains Tribal Chairman’s Association (GPTCA) is composed of the elected Chairs and Presidents or their duly appointed representatives of the sovereign Indian Tribes and Nations recognized by Treaties with the United States that are within the Great Plains Region of the Bureau of Indian Affairs; and

 

WHEREAS, the Great Plains Tribal Chairman’s Association was formed to promote the common interests of the Great Plains sovereign Indian Tribes and their members in the states of ND, SD and Nebr.; and

 

WHEREAS,  Upcoming federal elections in the United States will result in a new President being elected and inaugurated in Washington, D.C., and will result in many new Congressional representatives and Senators being elected to serve in the United States Congress; and

 

WHEREAS, The vote for President and Congressional representatives in many states, along with various state elections,  are very close and in states with significant Native American populations could be decided by the Native American vote; and

 

WHEREAS,  Historically, Native Americans have provide the margin of difference in several very close elections, such as South Dakota Senator Tim Johnson’s election in 2002, Washington Senator Maria Cantwell’s election in 2000, and other close races across the country over the past 8 years; and

 

WHEREAS, There is a great deal at stake in the elections of 2008, including how the priorities of Native Americans and Tribal Nations will be viewed in the next Congress and by the next administration in the White House, appointments to the United States Supreme Court and for other judicial positions, appointments to the Department of Interior and to the Bureau of Indian Affairs, and many other issues of importance to Indian country;

 

WHEREAS,  It is critical for Native Americans to get out to vote in the general elections in 2008, and that where necessary, they register to vote in advance of the elections.

 

NOW THEREFORE BE IT RESOLVED, that all Native Americans, all Tribal Citizens, are urged to participate in the election process of 2008 at all levels, Federal, state, tribal and local, and are urged to vote in the general election on November 4, 2008; and

 

NOW THEREFORE BE IT FURTHER RESOLVED that all Tribal Nations are urged to participate in the Native Vote campaign of the National Congress of American Indians and to provide coordinators for the Native Vote campaign, independent of any get out the vote efforts among Native Americans provided by the candidates themselves, in order to further encourage Tribal citizens to come out and vote.

 

NOW THEREFORE BE IT FINALLY RESOLVED that this resolution shall be the policy of the Great Plains Tribal Chairman’s Association until otherwise amended or rescinded.

CERTIFICATION

 

This resolution was enacted at a duly called meeting of the Great Plains Tribal Chairman’s Association held at Bismarck, North Dakota on September 5, 2008 at which a quorum was present, with 9 members voting in favor, 0  members opposed,  0  members not abstaining, and 7  members not present.
