THE GREAT PLAINS TRIBAL CHAIRMAN’S ASSOCIATION EXPRESSES DEEPEST SYMPATHY AT THE LOSS OF THE HONORABLE JOHNSON HOLY ROCK RESPECTED OGLALA LAKOTA ELDER, WORLD WAR II VETERAN, FORMER TRIBAL PRESIDENT, COUNCILMAN, DEFENDER OF OUR TREATIES AND TRIBAL COURT JUDGE FOR HIS DISTINGUISHED SERVICE TO THE OGLALA SIOUX TRIBE AND THE TRIBES OF THE GREAT PLAINS. RESOLUTION TO OPPOSE UNLESS AMENDED: US SENATE BILL S.1813 AND HOUSE BILL H.R.7 FOR FAILING TO PROVIDE EQUITABLE FUNDING OF THE INDIAN RESERVATION ROADS PROGRAM Oppose any action, federal or non-federal, to seek the termination of the Indian Health Service’s (IHS) Interior Appropriation Account status, and through the transfer of said agency budget and appropriation allocation to the federal Labor-Health and Education appropriation and budget accounts. Support for adequate funding for the Native American Business Enterprise Centers (NABEC), including the one at United Tribes Technical College (UTTC) that serves North and South Dakota, and expressing concerns about proposed changes in the program that would expand its scope without adequate funding increases Support for adequate funding for job training programs, including the Workforce Investment Act, and opposition to HR 3610 in the 112th Congress which would eliminate authority for programs that benefit Tribes and Tribal citizens TO ENFORCE THE REQUIREMENTS OF 25 U.S.C. §2011 WHICH REQUIRE THE FEDERAL GOVERNMENT TO ENGAGE IN PRE-DECISIONAL GOVERNMENT-TO-GOVERNMENT CONSULTATION WITH TRIBAL GOVERNMENTS PRIOR TO IMPLEMENTING ANY PROPOSED RE-ORGANIZATION OF THE BUREAU OF INDIAN EDUCATION. TO CEASE UNFOUNDED DISMANTLING OF THE BUREAU OF INDIAN AFFAIRS, TO REAFFIRM THE PRIMARY RESPONSIBILITY OF THE BUREAU OF INDIAN AFFAIRS TO PROVIDE THE SERVICES OUTLINED IN ITS BUDGET PROPOSALS INCLUDING ‘IT’, RESTORE SELF-DETERMINATION AND LOCAL AND REGIONAL CONTROL, TO HONOR THE TREATY AND TRUST RESPONSIBILITY OF THE UNITED STATES AND TO SEEK THE FUNDING REQUIRED TO MEET THE TRIBE’S ACTUAL NEEDS IN EACH OF THESE AREAS. Demand that Tribal expertise be used in complying with the National Historic Preservation Act, and support for the work of Tribal Historic Preservation Offices in preserving sacred sites both on and off the lands of Tribal Nations Support for returning the functions of the Office of the Special Trustee, part of the U.S. Department of Interior, to the Bureau of Indian Affairs (BIA), under the direction of the Assistant Secretary of Interior for Indian Affairs, and to return, as appropriate, funding to the BIA Regional and Agency levels for trust services now carried out by the Office of the Special Trustee TO CEASE UNFOUNDED DISMANTLING OF THE BUREAU OF INDIAN AFFAIRS, TO REAFFIRM THE PRIMARY RESPONSIBILITY OF THE BUREAU OF INDIAN AFFAIRS TO PROVIDE THE SERVICES OUTLINED IN ITS BUDGET PROPOSALS, RESTORE SELF-DETERMINATION AND LOCAL AND REGIONAL CONTROL, TO HONOR THE TREATY AND TRUST RESPONSIBILITY OF THE UNITED STATES AND TO SEEK THE FUNDING REQUIRED TO MEET THE TRIBE’S ACTUAL NEEDS IN EACH OF THESE AREAS. Resolution to request that the U.S. Interior Department/Bureau of Indian Affairs define the steps and procedures to be utilized by the Government to implement the Cobell Settlement monies to purchase fractionated allotted trust and restricted fee lands in the Great Plains Region, including contractual arrangements with, and equitable disbursement of settlement funds to, the respective Indian tribes and nations in the region. Resolution to support for a new permanent endowment program from Keepseagle cy pres funds TO HONOR OUR TREATIES, AGREEMENTS AND THE EXECUTIVE ORDERS ISSUED IN ORDER TO HONOR OUR TREATIES AND AGREEMENTS BY CEASING AND DESISTING THE IRS EFFORTS TO TAX OUR TRIBAL GOVERNMENT PROGRAMS AND SERVICES TO TRIBAL CITIZENS WHICH INTERFERES WITH OUR TRIBAL GOVERNMENT RELATIONSHIP WITH OUR TRIBAL CITIZENS, VIOLATES OUR HOMELANDS, AND VIOLATES OUR RIGHT TO TRIBAL SELF-GOVERNMENT.
