Endorsement and Nomination of Lillian Tony Montileaux to the Tribal Tax Advisory Committee, Department of Treasury.
WHEREAS, the Great Plains Tribal Chairman’s Association (hereafter GPTCA) is composed of the elected Chairs and Presidents of the federally recognized sovereign Indian Tribes and Nations within the Great Plains Region of the Bureau of Indian Affairs; and
WHEREAS, the Great Plains Tribal Chairman’s Association is formed to promote the common interest of the Sovereign Tribes and Nations who are members of the GPTCA; and
WHEREAS, the United States has obligated itself to ensure the well-being of sovereign Tribes and Nations of the Great Plains Region both through Treaties and federal statutes, including the Snyder Act of 1921 ad amended, the Indian Self-Determination Act of 1976 as amended, and the Indian Health Care Improvement Act of 1976 as amended, and
WHEREAS, the GPTCA recognizes its responsibility to act to advance the goals of the Tribes and their members and to promote improvements to the health, safety welfare, education, economic development and preservation of the spiritual, cultural, and natural resources of its member Tribes and Nations;
WHEREAS, Indian Tribes are governments that pre-date the United States, and through the Indian Commerce, Treaty and Apportionment Clauses and the 14th Amendment, the United States recognizes the status of Indian Tribes as sovereigns and the status of American Indians as tribal citizens; and
WHEREAS, The Tribal Leaders worked with Members of Congress for the passage of the Tribal General Welfare Exclusion Act of 2014, which was signed into law Sept. 2014, and
WHEREAS, The Tribal General Welfare Exclusion Act of 2014 calls for the Department of Treasury to establish a Tribal Tax Advisory Committee, and
WHEREAS, all of the 16 elected Tribal Leaders of the Great Plains took official action to respectfully nominate Ms. Lillian Tony Montileaux to the Department of Treasury Tribal Tax Advisory Committee, and
WHEREAS, Ms. Lillian Tony Montileaux is a member of the Oglala Sioux Tribe and highly qualified in all areas of leadership and management and is the Payroll Account for the Oglala Sioux Tribe, and
WHEREAS, Lillian is responsible for the overall accounting functions of the payroll department which is responsible for 1000-2000 individual W2’s annually, and been involved in numerous government to government negotiations which have created an annual savings over one million dollars in SUTA, and seven hundred and fifty thousand in Workman’s Compensation,
NOW, THEREFORE, BE IT RESOLVED, after careful consideration, the GPTCA wholeheartedly supports, endorses and herein nominates Lillian Tony Montileaux to the Tribal Advisory Committee, Department of Treasury, and
NOW, THEREFORE BE IT FURTHER RESOLVED, the GPTCA herein urges all Tribal Nations to join the elected Tribal Leaders of the Great Plains in this nomination and make note of the qualities her leadership will bring to the Department of Treasury.
NOW THEREFORE BE IT FINALLY RESOLVED that this resolution shall be the policy of the Great Plains Tribal Chairman’s Association until otherwise amended or rescinded or until the goal of this Resolution has been accomplished.

This resolution was enacted at a duly called meeting of the Great Plains Tribal Chairman's Association held at Prairie Wind Casino, South Dakota on April 17, 2015 at which a quorum was present, with 8 members voting in favor, 0 members not abstaining, and 8 members not present.
