Resolution No. 16-5-17-11 RESOLUTION OF THE GREAT PLAINS TRIBAL CHAIRMAN’S ASSOCIATION

TO SUPPORT THE ESTABLISHMENT OF THE GREAT PLAINS ECONOMIC AND COMMERCE ASSOCIATION

 

WHEREAS, the Great Plains Tribal Chairman’s Association (GPTCA) is composed of the 16 elected Chairs and Presidents or their duly appointed representatives of the sovereign Indian Tribes and Nations recognized by Treaties entered into with the United States that are within the Great Plains Region of the Bureau of Indian Affairs; and

 

WHEREAS, the Great Plains Tribal Chairman’s Association was formed to promote the common interests of the Great Plains sovereign Indian Tribes and their members in the states of ND, SD and Nebr.; and

 

WHEREAS, the United States has obligated itself both through Treaties entered into and through

Its own federal statutes with the Sovereign Tribes and Nations of the Great Plains Region, and

 

WHEREAS, each Tribe in the Great Plains Region as Sovereign Governments pursues its own path toward economic development, yet face common challenges to grow and sustain business development on their respective reservations; and

 

WHEREAS, common challenges to Tribal economic development include (1) better inter-tribal  commerce and (2) the formation of tribal, federal and state policies that enhance and promote tribal business development; and

 

WHEREAS, the Great Plains Tribes need a forum in which they can come together to increase commence among themselves, share information and develop policy positions that will strengthen their reservation economies and other efforts to enhance commerce; and

 

NOW THEREFORE BE IT RESOLVED that the Great Plains Tribal Chairman’s Association (GPTCA supports and hereby creates a sub-entity called the ‘Great Plains Economic and Commerce Association’ to be the voice and vehicle for its member tribes to enhance and strengthen their reservation economies through inter tribal commerce, policy information, advocacy and energy resource development, and

 

NOW THEREFORE BE IT FINALLY RESOLVED that this resolution shall be the policy of the Great Plains Tribal Chairman’s Association until otherwise amended or rescinded.

CERTIFICATION

 

This resolution was enacted at a duly called meeting of the Great Plains Tribal Chairman’s Association held at Shakopee, MN at which a quorum was present, with 8 members voting in favor, 0 members opposed, 0 members abstaining.
