Resolution No. 10-07-09-07 RESOLUTION OF THE GREAT PLAINS TRIBAL CHAIRMAN’S ASSOCIATION

Re: Support for Reauthorization of the Indian Tribal Justice Legal and Technical Assistance Act

 

WHEREAS, the Great Plains (formerly Aberdeen Area) Tribal Chairman’s Association (GPTCA) is composed of the elected Chairs and Presidents of the sovereign Indian Tribes and Nations recognized by Treaties with the United States that are within the Great Plains Region of the Bureau of Indian Affairs; and

 

WHEREAS, the Great Plains Tribal Chairman’s Association was formed to promote the common interests of the sovereign Tribes and Nations and their members of the Great Plains Region; and

 

WHEREAS, the United States has obligated itself both through Treaties entered into with the sovereign Tribes and Nations of the Great Plains Region and through its own federal statutes, the Snyder Act of 1921 as amended, the Indian Self-Determination Act of 1976 as amended, and the Indian Health Care Improvement Act of 1976 as amended; and

 

WHEREAS, The sovereign Tribes and Nation of the GPTCA place high regard on the protection and safety of our People through law and order and justice, and

 

WHEREAS, Tribal courts and tribal law enforcement mechanisms are an important part of providing justice and preventing criminal activities for the Tribes and their Reservations in the Great Plains Region, and

 

WHEREAS, Tribal courts and tribal law enforcement departments are chronically underfunded and lack adequate resources and need necessary training in order to effectively carry out their purposes; and

 

WHEREAS, The Indian Tribal Justice Legal and Technical Assistance Act passed in the 106th Congress authorized grants for Tribal courts and law enforcement entities through FY 2007, and it is now necessary for Congress to reauthorize this important legislation and to fund it appropriately, and

 

NOW THEREFORE BE IT RESOLVED by the sovereign Tribes of the Great Plains Tribal Chairman’s Association hereby supports and endorses passage of legislation to reauthorize the Indian Tribal Justice Legal and Technical Assistance Act in the 110th Congress, and urges that support and sponsorship of this important legislation be provided by the Congressional delegation of the states of North Dakota, South Dakota and Nebraska; and

 

NOW THEREFORE BE IT FINALLY RESOLVED that  Great Plains Tribal Chairman’s Association  call upon other Tribes and Indian Nations to join with us in all efforts to support and endorse  passage of  legislation or technical amendments to reauthorize the Indian Tribal Justice Legal and Technical Assistance Act in the 110th Congress; and

CERTIFICATION

 

This resolution was enacted at a duly called meeting of the Great Plains Tribal Chairman’s Association held at FT. Pierre, SD. on July 9, 2007 at which a quorum was present, with 11  members voting in favor, 0  members opposed, 0   members not abstaining, and 5 members not present.
